On February 24, Secretary of State Hillary Clinton outlined the Obama Administration’s fiscal year 2011 foreign policy budget request before the Senate Foreign Relation Committee. She stated that the 2011 budget request for the State Department and USAID represented a $4.9 billion increase over 2010 for a total of $52.8 billion. Of that increase, $3.6 billion will go to supporting efforts in “frontline states” – Afghanistan, Pakistan, and Iraq. This year’s State Department and USAID budget request includes $3.2 billion for Pakistan to combat extremism, promote economic development, strengthen democratic institutions, and build a long-term relationship with the Pakistani people. This funding includes the Kerry-Lugar-Berman initiative.
